VECE rushes to explain source of cash after tollgate robbery

HCMC – After news reports said that VECE, which manages HCMC-Long Thanh-Dau Giay Expressway, lost VND2.22 billion in a recent armed tollgate robbery, social media has speculated that that amount came from a single shift, meaning the expressway is earning the company colossal revenues. But VECE has denied it.

A Vietnam Expressway Services Engineering JSC (VECE) source was quoted by the local news website Zing.vn as saying that the VND2.22 billion robbed by two men who were later identified as former VECE employees was the revenue made from multiple days rather than a single shift.

There is speculation on social media that the robbery at the Dau Giay toll station on the expressway which connects HCMC and neighboring Dong Nai Province had exposed how much the company earns each day.

Social media said the company’s reports had put daily toll revenue at a mere VND1 billion, so these reports might have been falsified.

In the recent past, the local media suspected that tollgate operators in many parts of the nation had intentionally delayed installing automatic toll collection systems in a bid to hide their revenues and evade taxes.

Late last month the Ministry of Transport told the Vietnam Directorate for Roads to launch periodic and unannounced inspections into toll fee collections at build-operate-transfer (BOT) road tollgates.

According to the Vietnam Directorate for Roads, the operators of some tollgates have inaccurately reported the number of vehicles passing through their expressways or bridges as well as their revenues.

They have also failed to upgrade facilities to store data on toll collections and have shown signs of hiding revenues and evading taxes.

Early this year, five executives of BOT Yen Khanh JSC were arrested for their alleged use of illegal software to hide toll collection revenues on HCMC-Trung Luong Expressway.

As for Phap Van-Cau Gie Expressway, the State Audit of Vietnam and the Government Inspectorate have detected a concealment of some VND500 million in daily toll collection revenue.
