Toll fees for Hai Van Tunnel to rise from next month

HCMC – From May 1, vehicles passing through the Hai Van Tunnel connecting Danang City and Thua Thien Hue Province will have to pay an additional VND30,000-70,000 per crossing.

Ngo Truong Nam, Deo Ca Investment JSC, the investor of the project, said the toll fee hike was aimed at recovering capital for the Hai Van 2 Tunnel project and having capital to manage and operate the tunnel system. The Ministry of Transport has approved the fee hike.

Accordingly, vehicles with fewer than 12 seats, trucks of less than two tons and buses will be charged VND110,000 per trip, while vehicles of 12 to 30 seats and trucks of two to four tons will pay VND160,000 per trip.

In addition, vehicles of more than 31 seats and trucks from four to 10 tons are subject to a toll of VND200,000.

The fees will be VND210,000 for trucks weighing from 10 to 18 tons and 20-feet per crossing.

Trucks of over 18 tons and 40-feet container trucks will be levied the highest fee of VND280,000.

The toll fees are the highest road tunnel service prices as stated in Circular 60/2018/TT-BGTVT, which regulates the maximum prices of services on road projects.

Residents can choose to travel through the Hai Van Mountain Pass so as not to pay the fee, but passing through the Hai Van Tunnel will be safer and faster, Nam added.

With the fee hike, the number of vehicles passing through the tunnel may decline, resulting in a revenue decrease. In addition, the La Son-Tuy Loan Expressway, which links Thua Thien Hue and Danang and runs parallel with the Hai Van Tunnel, will be opened to traffic soon. However, the toll fee hike is necessary to ensure the financial goals for the project are met.

The Government has yet to disburse VND1.18 trillion for the Hai Van 2 Tunnel project, causing difficulties for the investor.

In early January, the 6.2-kilometer Hai Van 2 Tunnel was opened to traffic to ease traffic on the Hai Van 1 Tunnel, which was opened in 2005.

The Ministry of Transport had earlier planned to build a tollgate at the south of the tunnel in Danang City to collect toll fees for the Hai Van 2 Tunnel, but later decided that the tollgate at the north of the tunnel would do the job.

It takes 45 minutes to pass through the Hai Van Mountain Pass, but only six minutes to pass through the Hai Van Tunnel.
